Al Hoceima: Meeting on promoting health situation in the light of the CNDH report on the effectiveness of the right to health

On Friday 25 November 2022, in Al Hoceima, Morocco, the Regional Human Rights Commission of the Tangier-Tetouan-Al Hoceima Region (CRDH) organized a meeting on the National Human Rights Council (CNDH) Thematic Report: "The Effectiveness of the Right to Health, Challenges and Ways to its Strengthening”, published in February 2022.

In her statement at the opening session of this meeting, Mrs. Soulma Touad, CRDH President, emphasized that the right to health is a fundamental right closely related to the right to life and the right to live in dignity.

She explained that publishing the CNDH report is part of its strategy based on promoting the effectiveness of human rights and freedoms to contribute to the effective enjoyment of fundamental rights.

Within the same context, the CRDH President indicated that the right to health is multidimensional. It requires implementing public policies in line with a harmonious and integrated vision to realize the enjoyment of physical and mental health based on equality and non-discrimination and in compliance with the UN Sustainable Development Goals and relevant international conventions.

For his part, Mr. Abdelmajid Belghazal, advisor to the CNDH Chairperson, shed light on the content of this report, mainly the context, methodology, and conclusions. He underlined the absence of a clear treatment course for patients, poor funding, shortage of human resources and their migration outside Morocco, lack of convergence and coordination in public policies, etc.

Mr. Belghazal also highlighted several approaches to enhance the effectiveness of the right to health. He stressed the importance of valuing human resources, promoting proximity and family medicine, sexual and reproductive health, and mental and psychological health. He also emphasized the importance of integrating the private sector into the national health system, and paying particular attention to vulnerable groups, including elderly, mothers, children, migrants and refugees.

Regional Director of the Ministry of Health and Social Protection in Al Hoceima, Regional Head of the Ordre national des médecins in the Tangier-Tetouan-Al Hoceima Region, and several local actors took part in this meeting.

Stakeholders called for continuing to conduct actions to improve the health situation in the region and focusing on thematic report recommendations and civil society pleading for improving the Moroccan health system performance regionally.

This thematic report is developed based on the outputs of meetings and consultations organized by the CNDH and its CRDHs, both nationally and regionally, to address the situation of the effectiveness of access to the right to health in Morocco.
